Yamaha has a very big advantage in its maneuverability and ability to cope with obstacles that are far better off than Honda models. Further, in my opinion, Yamaha motorcycles are much more exciting and more fun to ride than Honda models.
Kymco as a brand is pretty solid. They are better quality than the cheap Chinese-made scooters, and I also think they are better than the US-made Buddy scooters. But I would not put them ahead of Vespa or Piaggio. For me, the best advice I can give is to find a good scooter shop.

From what we found, the Taiwanese scooters are EXCELLENT quality. If similar price I recommend honda, but if price is more than a few hundred dollars difference lower I would definitely go Kymco.
The Kymco is somewhat more on the sporty end of the market and the SYM more of a traditional touring 400, although upgraded with better brakes and chassis; than is usual with the older designs.
Arctic Cat is no longer fractionally owned by Suzuki so you're right the 400 DVX - a rebaged Suzuki QR 400 - will no longer be built for them. Arctic Cat has high standards for the Kymco components and vehicles they sell and Kymco is an exceptionally credibly OE themselves.
