Unfortunately, you shouldn't be able to live in student accommodation as a non-student. These are properties which are specifically designed for students and as such, they are exempt from paying Council Tax.
You can get a student certificate from your university (normally from the admissions office, but your uni should say on their website) and post it to your local council.
When you have re-submitted you are no longer exempt from council tax. Most full time students on courses lasting an academic year or more are exempt and do not have to pay.
