Candidates who have passed their 12th class are eligible for IIT HSEE exam. Candidates must have scored 60% marks in aggregate in their qualifying examination. For SC/ST/PwD categories, 55% marks is minimum in their qualifying examination.
After completing 10th, a student is not eligible to get admission into IIT in any course. He/she has to pass 12th with 75 percent for candidates belonging to General, OBC-NCL category and 65 percent to the candidates belonging to the categories like SC, ST, PwD.
It's tough to compare the two examinations. As per the students who cleared JEE and NEET both, JEE is a bit tougher than NEET, paper-wise. However, the large competition in NEET makes it difficult to secure admission in a good medical college.

Also I would like to add one thing that since IIT Delhi is better in terms of students taking admission there so there is a better atmosphere than IIT Kharagpur i.e. a competitive atmosphere which is a major thing for progress. So overall I will suggest you to go for IIT Delhi Electrical Engineering.
IITs themselves are not worth it. Even though the aspirants might not realise it, they don't prepare to study in IITs. They prepare to study with IITians. The only reason why IITs have gained so much fame is due to their students.
You do not need any invitation to visit IIT campus though you may have to provide a reason to the security why you are there. IIT Madras is a closed campus, security will not allow you in unless you know someone on the inside.
The top 5 IITs (Kanpur, Mumbai, Delhi, Chennai, Kharagpur, in no particular order) are extremely difficult to get into (1 in 200 students) which clearly makes the IIT entrance examination the most difficult entrance examination in the world.
