At the undergraduate and graduate level, many US universities – especially private ones- offer scholarships to international students. At the undergraduate level, exceptional student-athletes can receive athletic scholarships.
Sports scholarships are offered on three levels. Gold: support towards a training grant, accommodation, registration fee, sports science support, coaching and UL sport arena gym membership. Bronze: support towards a training grant, sports science support, coaching and UL sport arena gym membership.

Getting an athletic scholarship can be highly competitive. There are more than seven million high school athletes, but only one percent of them will get a full-ride scholarship to a Division I school.
Full-ride athletic scholarships are only available in six college sports:
- Football.
- Men's Basketball.
- Women's Basketball.
- Women's Gymnastics.
- Tennis.
- Volleyball.
As we said before, lacrosse, ice hockey, and baseball are the easiest men's sports to get a scholarship in. A good way to measure this is by looking at the percentage of high school athletes that advance to play in college and receive some kind of athletic scholarship.
An athletic scholarship is an amount of financial aid awarded to a student-athlete from the college athletic department. Some collegiate teams only offer full ride scholarships, known as head count sports and others offer both full and partial scholarships , known as equivalency sports.
It is possible to earn an athletic scholarship for more than one sport. It doesn't happen very often, especially at the NCAA Division I level. There are more athletes who compete in more than one sport at the Division 2, 3 and NAIA levels. High school athletes also need to be aware of their physical and mental limits.
Under current NCAA regulations, compensation for student athletes is limited to scholarships for their education. Although the law allows student athletes to profit from third-party deals, it does not require, or even allow, schools to pay student athletes for their work beyond the scholarships they already receive.
However, according to the National College Players Association, 86 percent of college athletes live below the poverty line. So when many of these student athletes are being pulled from low income homes, an education cannot keep the water running in their homes.

Now, UK and EU students at English universities are required to pay up to £9,250 (~US$13,050) per year. International undergraduate tuition fees vary considerably, starting at around £10,000 (~US$14,130) and going up to £38,000 (~US$53,700) or more for medical degrees (source: Reddin Survey of University Tuition Fees).
The amount of each scholarship is a minimum of £10,000, the equivalent of one year's tuition of a postgraduate (taught) degree. The application deadline varies as per different institutions, so you need to check the university's website for the same.
Germany is popularly known for its low tuition fee public universities. Adding to this, the country also offers many scholarships for international fee-paying students.

If getting a scholarship is the most important thing maybe looking at the NAIA level would be better than the NCAA DII level.

The average athletic scholarship is about $10,400 per year, or $8,700 if you don't account for the more generous scholarships usually reserved for men's football and basketball players.
Full scholarships cover tuition and fees, room, board and course-related books. Most student-athletes who receive athletics scholarships receive an amount covering a portion of these costs. In most cases, coaches decide who receives a scholarship, the scholarship amount and whether it will be renewed.
