Select Mouse & touchpad from the menu on the left to open up the mouse configuration screen. You should see a slider. You can use it to set how many lines the scroll wheel should skip at a time for every scrolls. Simply hold and drag the slider to the number you want.

Towards the bottom under Explore all settings, you will see a link called Make the mouse easier to use. Now click on the Turn on Mouse Keys box. This will enable Mouse Keys in Windows. You can also enable Mouse Keys without having to go through the Control Panel by pressing ALT + Left SHIFT + NUM LOCK at the same time.
You may have a problem with a system setting or a graphics driver if you experience choppy scrolling on Web pages. The choppy page display could mean that your computer's touch device or mouse is set at too high of a scrolling interval or that the computer's graphics card isn't able to process graphics fast enough.
