Chicago's rates for uberX are the lowest in the country, and they're significantly cheaper than paying for a taxi. The point at which the cost of an Uber exceeds a taxi for that particular trip is at 1.8X surge rate (more like 1.9X if you're tipping the cab driver).

How to get a ride from O'Hare

- Exit on the correct level. For most requests, you'll meet your driver upstairs on the Departures level.

There are a number of stations you can get off at downtown, but the closest Blue Line station to Millennium Park is the Washington station. If you're looking to transfer trains or explore more of the Loop, the Clark/Lake station is a good one to hop off at.

Of course downtown Chicago is safe. Very safe. You must not realize how large Chicago is. There area poor/undereducated areas where crime happens but they are outlying neighborhoods with no affect downtown or other safe, nice neighborhoods.
The best way to get around Chicago is via public transportation – specifically the L train. Operated by the Chicago Transit Authority, the L (short for "elevated train") is cheap and easy to use.

Chicago O'Hare International Airport
Metra. Travelers coming from O'Hare International Airport terminals can use the O'Hare Transfer Station to access Metra's North Central Service trains to downtown or the suburbs. The Metra station is located across the street from the Multi-Modal Facility, on the northeast corner of the building.
Drivers commute on Illinois expressways into the city from the suburbs, and the reverse is also true. Worst traffic times: On average, traffic is the thickest between 6 a.m. and 8 a.m. and between 4 p.m. and 6 p.m. on interstate highways, with afternoon traffic on Thursdays and Fridays being the heaviest.
