Bounty of Blood: A Fistful of Redemption DLC and a free add-on announced for Borderlands 3. The second DLC announced today, on the other hand, is a paid campaign add-on for the game, slated for release in about a month's time on June 25, 2020.
To start Moxxie's Heist in Borderlands 3, load up your chosen Vault Hunter and head to Sanctuary. There will be a new quest marker that looks like an exclamation point inside a yellow diamond. It's right outside Moxxi's Bar, too. At the marker, you'll find a poster advertising Moxxi's heist.
The issue appears to occur because the game doesn't download the DLC automatically. Even though it will show you that it has downloaded an update, this update is not the DLC itself. You'll have to download the add-on manually. However, it won't appear in any of the regular places you might look for it.

The level of the initial area is set when Unassuming Docks is first visited, but in Normal mode is at least 30 and at most 35. It is expected that the player has finished the main Borderlands 2 storyline before visiting, though that is not required.
