Make sure to click on Layer 1 in the Layers panel. Next, go to Filter, then Other, and choose High Pass. The higher the value you set it to, the sharper your image will become. Unfortunately, if your image is very blurry or the blurriness is caused by really fast motion, you probably won't see any major difference.
Retouching a Censored Image
Open the photo in Inpaint or Photoshop and use the magic wand tool to highlight the censored area. Select the retouching tool and the program will actually act as a censor remover. The catch is the way it removes the censor.Remove Pixelation in Photoshop
