You have to cancel the NSColorPanelSwatches.plist file in User>Library>Colors. Unfortunately, it will delete ALL the swatches saved on Touch Bar, both in Illustrator or Photoshop.
On your homescreen, Tap and hold iArtbook - Digital Painting until it starts shaking. Once it starts to shake, you'll see an X Mark at the top of the app icon. Click on that X to delete the iArtbook - Digital Painting app from your phone.

Select "Reset Swatches" from the palette menu to revert back to Photoshop's default color swatch set. Clicking OK to reset my color swatches to Photoshop's defaults. The default color swatches have returned.
