First, get to level eight in the instrument you're going to use. This can be a guitar, piano, whatever you want. Once you do, you'll unlock the ability to “Write Song” with that instrument. Again, it will take your sim awhile to do this, but that's all there is to it!

It can be found in the Hobbies section of buy mode, in the creativity sub-category. Sims can sing, recite poetry, or perform stand-up comedy. Children can also use the microphone.
