You can see their messages. They can see yours too, but they're hidden under a menu that says "blocked messages". There is no accurate way to tell if someone has blocked you. You can try to DM them and see if it goes through.
When you block or kick someone on Discord

Does Discord notify when you leave a server? You will notice that an announcement if often made when someone joins a server. No there isn't unless the server admin has put a bot there to do it. There's no point as soon as someone leaves a server they are gone and chat moves on.
The current options are 1 day, 7 days, 30 days. So if you choose 7 days, and a member has not logged in that period of time, they will be automatically kicked from your server.

Unfortunately if a server has been deleted there is no way to recover it :( Your best option would be to create a new server and distribute invites out to former server members.
No, Discord does not delete inactive accounts, nor does it mark them in any way. But otherwise discord won't delete the account on you unless you break the Terms of Service or request it yourself.

From the menu, at the bottom, you should see Ban (username). Left-click this to bring up another dialog box. The pop-up will ask you to confirm your decision to ban the user. Click Ban to confirm and permanently remove that user's IP address from having access to your Discord server.
