How to chat in battlefield 4
You need to make sure that BF4 is fully closed by clicking the menu button on the dashboard with BF4 highlighted and clicking “quit”. This will fully close it down. Each person has to do this. Once BF4 is fully closed, start up party and invite people and everyone enable party chat and you should all now be able to hear each other.

Check all of your privacy settings on xbox one. Could be msg and chat set to friends only or some setting like that. You’ve probably already done that so try calling xbox support. The only things i ever hear in game chat are people with live mics. You know the ones who have kinect set as their mic….uggghh.
