We have just returned (3/10/14) from here and Yes it is possible to walk all the way around to Fethyie from Calis beach along promenade and pavement,all the way. You could also get the water taxi from fethiye to Calis, its 6tl pp, and takes roughly 35mins and is a nice journey across the bay.
