The key difference is that the HP Chromebook is a more powerful laptop, and with budget models, that power means quite a lot. The only way that the Stream is the better choice is that it uses the Windows operating system, which is many people's preference.

It's able to handle a couple of web browser tabs, basic word processing, and media streaming, making it a great companion for those that rely on cloud-based services. Where the HP Stream distinguishes itself from its competitors is that it's a cheap laptop running Windows 10 S.
This laptop could be a great choice for students who just want something fun and small to bring to school.. However, the Stream doesn't look professional enough to bring to a meeting with corporate investors. The HP laptop's plastic chassis feels quite sturdy, with minimal flexing around its keyboard and palm rest.
HP Stream Laptop is a slim and lovely laptop, as the description says, and is also the perfect choice for streaming twitch. The screen is very sharp and with high contrast and is smooth and fast enough for web surfing, streaming video watching, normal office software working.

Even the lowly HP Stream can become a gaming machine. The HP Stream, to be exact. And take our word for it -- this computer's lowly Intel Celeron processor couldn't possibly play most modern video games. There's no discrete graphics chip, and barely enough storage (generally 32GB) to install a single title.
So: can the HP Stream 11 run Minecraft? Yes, it can.
Unfortunately, there isn't much you can do to speed up an HP Stream laptop. The memory is soldered on the motherboard so it can't be upgraded and the Hard Drive is an eMMC Drive which is also soldered on the motherboard and not upgradeable.
The memory (RAM) and Internal Storage (eMMC memory) is embedded and not able to be upgraded on the HP Stream devices. All you have the option to do is add an SD Card, which won't solve your problem. You're limited to removing Apps or other files you do not use regularly to free up space.
While the performance might not blow you away, the battery life is impressive: The Stream 14 ran for 8 hours on our online streaming test. For more simple tasks like word processing, you should be able to hit more than 9 hours.
Microsoft and HP are now actively promoting a new HP line, called Stream. These low-cost laptops and tablets are being sold as
essentially Chromebook-style devices, meant for low-power online use, but with the added utility of Windows 8.
