According to the official newsletter, it could be Hoenn Pokemon that are migrating, with it notably being around a year since the iconic pair, Zangoose and Seviper, swapped regions. Of these pairs, Illumise and Volbeat are the only to not have swapped regions in Pokemon GO.

Shiny Turtwig turns its usual green color to a more minty-green color. You won't know it when you see Turtwig in the wild, but when you fully encounter it the Shiny status will be revealedt. The exclusive move for this Community Day event is Frenzy Plant, a powerful Grass-type attack.
