One drawback of GORE-TEX is that you need to keep it clean to keep it waterproof—and clean it properly. Over time, as perspiration from your body escapes out through the material, it can cause a buildup of surfactants (detergent-like chemicals) that reduces the effectiveness of the waterproofing.
While water resistant, they are not waterproof. GORE-TEX® garments are waterproof, breathable, and windproof.

The GORE-TEX material is waterproof but still breathable. This is because the material has small holes that are too small to allow water to penetrate. However, the holes are large enough to allow water vapour and air to escape. This way the sneaker is optimally ventilated and we still don't get wet feet.

Gore-Tex is, at its most basic level, a membrane that stops liquid water but allows vapor to pass through. The membrane itself made from an expanded polytetrafluoroethylene fiber (also known as Teflon). The stretching of this polymer forms a microporous material with over 9 million pores per square inch.
How the GORE-TEX Membrane Works. Each microscopic pore is 20,000 times smaller than a water droplet, but 700 times larger than a water vapor molecule, resulting in a membrane that prevents water precipitation like rain and snow from penetrating through into your layers, but still allowing sweat vapor to escape.

First of all, Gore-Tex is a completely waterproof barrier that blocks liquid water from passing through. So unless the Gore-Tex membrane has been punctured or damaged (see third point below), it will block water from entering the boot.
