One of the great advantages of an electronic filing system is having the ability to keep files indexed. Taking it a step further, most electronic filing systems include additional security features that automate compliance.
An E-CASE is one where all case documents have been scanned or electronically filed and no paper files exist for that case. The code E-CASE displays on Case.net to alert users that a case can only be accessed via electronic format.

Obtaining a Free CJA PACER Account. To obtain a free PACER (Public Access to Court Electronic Records) account for use in your CJA cases, follow the procedure below: Go to the PACER online registration page at: https://pacer.gov/psco/cgi-bin/regform.pl. For "Firm/Office," type in "CJA" and then your name.
Case Management/Electronic Case Files (CM/ECF) is the federal Judiciary's system that allows case documents, such as pleadings, motions, and petitions, to be filed with the court online. Some courts permit bankruptcy claimants and pro se litigants to file using CM/ECF.
When a document has been electronically filed into CMIECF, the official record is the electronic recording of the document kept in the custody of the Clerk of Court. The NEF provides certification that the associated document(s) is a true and correct copy of the original filed with the court.
Why does PACER charge a fee? In 1988, the Judiciary sought appropriations from the U.S. Congress in order to provide electronic public access to court records. However, Congress did not provide the funds and instead directed the Judiciary to fund the initiative through user fees.

The New York Times has criticized PACER as "cumbersome, arcane and not free." In 2008, an effort led by Carl Malamud (who said that PACER is "15 to 20 years out of date" and that it should not demand fees for documents that are in the public domain) spent $600,000 in contributions to put a 50-year archive of records
But I'm here to tell you that PACER—Public Access to Court Electronic Records—is a judicially approved scam. The very name is misleading: Limiting the public's access by charging hefty fees, it has been a scam since it was launched and, barring significant structural changes, will be a scam forever.

The PACER is designed to measure aerobic capacity, which is characterized by endurance, performance, and fitness. The objective of the PACER is to run as long as possible while keeping a specified pace. Students run back and forth across a 20-meter space at a pace that gets faster each minute.
PACER (Public Access to Court Electronic Records) allows anyone to to pay a fee and view documents filed using CM/ECF. Anyone can sign up for a PACER account, whether they are an attorney, law student, or member of the public.

To obtain a PACER account, you must complete the online PACER Registration Form. For immediate access to court records, provide a credit card during registration. If you do not provide a credit card, an activation code will be sent by U.S. mail to the address you provided on the registration form.

If you have an upgraded PACER account, log in to Manage My Account and select the Non-Attorney E-File Registration option. E-file registration requirements vary from court to court, but the information you update through Manage My Account is sent electronically to each court in which you are registered.
Go to the Me Page -> Settings -> Account Privacy Settings -> Delete Account.
