In foreign policy, Johnson escalated American involvement in the Vietnam War. In 1964, Congress passed the Gulf of Tonkin Resolution, which granted Johnson the power to use military force in Southeast Asia without having to ask for an official declaration of war.
In early August 1964, two U.S. destroyers stationed in the Gulf of Tonkin in Vietnam radioed that they had been fired upon by North Vietnamese forces. In response to these reported incidents, President Lyndon B. Johnson requested permission from the U.S. Congress to increase the U.S. military presence in Indochina.
The Joint Chiefs of Staff presented President Kennedy with a report stating that the defeat of the Viet Cong would require 40,000 American combat troops, plus another 120,000 to guard the borders to deal with threats of invasion or infiltration by North Vietnam or China.

Failures for the USA
Failure of Search and Destroy (My Lai Massacre): Search and Destroy missions were often based on poor military intelligence. The brutal tactics used by US troops often drove more Vietnamese civilians to support the Vietcong.Gallup. As of April 2020, Gallup polling found that 31% of Americans identified as Democrats, 30% identified as Republican, and 36% as Independent. As of 2018, Massachusetts was the most Democratic state, with 56% of residents identifying as Democrat, while only 27% of residents identified as Republican.
Many artists during the 1960s and 1970s opposed the war and used their creativity and careers to visibly oppose the war. Writers and poets opposed to involvement in the war included Allen Ginsberg, Denise Levertov, Robert Duncan, and Robert Bly.

Only two members of the United States Congress voted against granting Johnson broad authority to wage the war in Vietnam, and most Americans supported this measure as well.
Roots of the Vietnam War
During World War II, Japanese forces invaded Vietnam. To fight off both Japanese occupiers and the French colonial administration, political leader Ho Chi Minh—inspired by Chinese and Soviet communism—formed the Viet Minh, or the League for the Independence of Vietnam.April 17. On August 7, 1964, Congress passed the Gulf of Tonkin Resolution, authorizing President Johnson to take any measures he believed were necessary to retaliate and to promote the maintenance of international peace and security in southeast Asia.

In the United States, Congress, which makes the rules for the military, has the power under the constitution to "declare war". However neither the U.S. Constitution nor any Act of Congress stipulate what format a declaration of war must take.
Congress has declared war on 11 occasions, including its first declaration of war with Great Britain in 1812. Congress approved its last formal declaration of war during World War II.
It provides that the president can send the U.S. Armed Forces into action abroad only by declaration of war by Congress, "statutory authorization," or in case of "a national emergency created by attack upon the United States, its territories or possessions, or its armed forces."

The last time Congress passed joint resolutions saying that a "state of war" existed was on June 5, 1942, when the U.S. declared war on Bulgaria, Hungary, and Romania. Since then, the US has used the term "authorization to use military force," as in the case against Iraq in 2003.For the United States, Article One, Section Eight of the Constitution says "Congress shall have power to declare War." However, that passage provides no specific format for what form legislation must have in order to be considered a "declaration of war" nor does the Constitution itself use this term.
