Shab-e-Meraj, (night of forgiveness) is a glorious night, marking the Isra and Meraj of Prophet Muhammad (SAW) when he was taken from Makkah to Al-Haram-Al-Sharif (also known as the Temple Mount) and was then taken to heaven.
There is no authentic hadith that says we should fast on the 27th of Rajab in celebration of Al-Israa and Al-Miraj. However, if a person customarily fasts on Mondays and Thursdays and 27th of Rajab falls on one of those two days, then there is nothing wrong in fasting on that day.
Fasting is encouraged on the 13th, 14th and 15th days of every Islam month - which would include the time when Shab e Barat takes place. But scholars say fasting is NOT a requirement of Shab e Barat and would be voluntary, not compulsory. In fact, food is given out as a custom during this festival.

According to Twelver Shias, Muhammad al-Mahdi, the final Shia Imām, was born on 15 Sha'ban. Shi'as celebrate Muhammad al-Mahdi's birthday on that day and perform religious acts such as prayers for the reappearance of Muhammad al-Mahdi, fasting, and worship.

The Quran here only mentions that the Prophet was taken from the Ka'bah to the mosque in Jerusalem, and specifies that the purpose of the journey was such that God might “show him some of His signs”. On that occasion the Prophet received a number of directives including that Prayers were obligatory five times a day.
