1 Answer. Solid boards can be used to cover up holes in a Secret Base, allowing the player to cross them and expand their base. In order to get across the holes, you need to buy boards. You can buy boards at the sale that Lilycove Department Store holds randomly on the roof.
A Secret Base (Japanese: ????? Secret Base) is a special area that the player can create in Hoenn- and Sinnoh-based games to decorate with various accessories, furniture, and Pokémon dolls.

In Pokémon Emerald, you can find your one in-game Master Ball in Team Aqua Hideout.To build your very own secret base, you will need to talk to the person on Route 111 who is standing next to a big tree. He will give you TM43 - Secret Power. After teaching this to a Pokemon, scout around the world to find a location that you like.

Secret Power is always a Normal move that deals 70 damage. Depending on where you fight, both the attack animation and the possible effect it has will change. (The possibility of an additional effect occurring is 30%.)
Plants: You can buy them at the flower shop on route 104, and the building on the southeast corner of Fortree City. Board: You get them at the clearance sale. The TV will say when it will happen after you beat the Elite Four.

The largest secret base is on the route on the south-western side of Fortree. Surf down the river all the way, and you will come to a tree that you can use secret power on. You need two boards to use it fully though.
