When shooting in slow motion at 60FPS or 120FPS, it's best to utilize less motion blur since the images are staying on screen for much longer. So, if you're shooting at 60fps, your shutter speed should be 1/120 and a 1/240 shutter speed for 120fps — so on and so forth.
You can slow down any speed footage in your editing program. However the higher the shooting rate the better the slo-mo will be. For example if you shoot at 30fps you will have to play it back at 15fps to slow it by half. This results in repeating every other frame, so the image will stutter.

Higher FPS doesn't mean slower footage. Time passes at the speed time passes. However, if you want to shoot slow-motion stuff, you need to shoot with a higher framerate or else the camera is not recording enough data for it to look good when you slow it down.
