Shaggy was based off a Beatnik stereotype who was the equivalent of a 60s stoner. Because it was a kid's show, there's no way they'd ever admit that he smoked weed but it's hard to believe that they're that naive. He was not based on the stereotype, he was based on Maynard G. Krebs from The Many Loves of Dobie Gillis.
Clearly the show's developers wanted this third season to happen. Plot ideas were already being thrown around, a new overarching mystery was being made; but it was all shut down because Cartoon Network decided to cancel the series.
Ratings were declining and Hanna-Barbera scrapped it, taking a two-year hiatus for production before releasing a new series called The New Scooby-Doo Movies in 1972. Same animation, same cast, same team, and same mysteries, but the series had special guests like Batman and the Three Stooges in its hour-long episodes.

Zombie Island contains a darker tone than most Scooby-Doo productions, and is notable for containing real supernatural creatures rather than people in costumes.
