For a buyer, getting money from PayPal, after being scammed, process is very easy and can be done by reporting a dispute with PayPal using their dashboard. PayPal will return money to the buyer after an investigation. For sellers, it is tough to get a refund.
Once a scammer has hacked into somebody else's PayPal account (as in the case of the phishing email scam), they can make purchases and send payments with the money from the account they have taken over. PayPal may reimburse the seller if they are able to confirm that the account that made the payment was hacked.
PayPal reimburses the full original payment back to the scammer, and even if the seller hasn't shipped out the purchased item yet, they've still lost the “overpaid” amount they sent back.

Claims: When a buyer complaint is escalated to PayPal, or the buyer filed an unauthorized transaction. Log in to your PayPal account. Open a dispute in the Resolution Center within 180 calendar days of your purchase. Click “Dispute a Transaction.” Select item dispute.
If your customers use PayPal as a payment method, then you might be eligible for PayPal Seller Protection. Seller Protection protects you from chargebacks, reversals, and claims for the full amount on eligible payments due to an unauthorized transaction or an item not received.
To stop the next scheduled payment, give your bank the stop payment order at least three business days before the payment is scheduled. You can give the order in person, over the phone or in writing. To stop future payments, you might have to send your bank the stop payment order in writing.
Follow these six steps if you find an unauthorized charge on your account.

Stopping a card payment
You can tell the card issuer by phone, email or letter. Your card issuer has no right to insist that you ask the company taking the payment first. They have to stop the payments if you ask them to. If you ask to stop a payment, the card issuer should investigate each case on its own merit.Can a Faster Payment be reversed? Faster Payments are processed in matter of seconds and once your payment is sent, it cannot be stopped or reversed. If you do make a mistake (such as paying the wrong beneficiary, or sending the wrong amount), there is no guarantee that money can be recovered.
Debit card payments and purchases are not covered by section 75 of the Consumer Credit Act. But you might be able to make a claim for a refund under a voluntary scheme called 'chargeback'. This might offer you cover on purchases of any value made on debit, credit or prepaid cards.
If you paid by debit card
Chargeback is when your card provider asks the seller's bank to refund the money to your account. If successful, you'll get back the amount you paid by card. Ask for chargeback within 120 days (about 4 months) of when you paid or noticed the problem.Normally, you cannot stop an EFT payment after you initiate it. The EFTA does not give you the right to do so. If you need to stop a payment or have your money refunded, that is between you and the person you paid. However, you might be able to stop scheduled, recurring EFT payments.

NACHA, the not-for-profit association that manages the ACH network, advises consumers to treat these numbers as “sensitive information” and to “safeguard them just like a Social Security Number.” This is not an issue with ACH credits, since when you send money from your account, you do not need to give your account
You have 20 days from the date the dispute was opened to resolve it with your buyer. If your buyer isn't responding or you can't come to a resolution, you can escalate your dispute to a claim. If you escalate your dispute to a claim, PayPal will review the case and decide the outcome.
