The Traxxas Link app integrates your Android, iPhone, iPad, or iPod touch with the TQi transmitter to unlock the full potential of the Traxxas TQi Radio System. Gone are the clunky controls and blocky monochrome graphics of yesterday's radio systems.
Binding is necessary to teach the receiver the code of the specific transmitter so that the receiver will operate from that specific transmitter only. With the transmitter and receiver power off, insert the bind plug into the battery/bind port on the receiver labeled B.
Well, there are a few possibilities why the car is not responding to the remote control. The first is that the batteries in the remote are dead. If the batteries are dead, power will not flow to the controls or transmitter. If the wires are disconnected, you will have to replace the board in the remote.

IIRC, the traxxas radio gear is made by Futuba, which uses different [fill in technical term here ] so it won't pair with the dx3s. I do know that Spektrum radios will bind to a losi 2.4 rx, which can usually be found cheaper than a Spektrum rx.
J's answer is the most accurate - this receiver only works with FlySky transmitters (which use the Automatic Frequency Hopping Digital System - AFHDS - algorithm). But Spektrum transmitters cannot talk to FlySky receivers - ever. Spektrum transmitters require receivers that use the DSMX or DSM2 algorithms.
If the Low-Voltage Detection (LVD) is "ON" when a nickel-metal hydride (NiMH) battery is used an ESC may show the over-voltage alarm, indicated by a flashing red and green light. When using a NiMH battery in your Traxxas vehicle, it is important that the LVD remains "OFF".
2) Download and install the Traxxas Link app from the App Store (for iOS devices) or Google Play (for Android devices). Make sure your device's Bluetooth capability is switched on. 3) Launch the Traxxas Link app and touch the Garage icon. 4) Touch the Traxxas Link Wireless Module icon.
To reset, do the following:
- Remove servo saver.
- Turn steering trim on your transmitter to center.
- Plug in battery and turn on vehicle, servo will center itself.
- Turn off and reconnect servo saver, making sure your front wheels are aligned straight ahead.
Turn and hold the steering wheel to the full left or full right position (it does not matter which position you choose). 3. While holding the steering wheel in position, press the SET button to reverse the channel.
ESC plugs into the receiver on the throttle channel (channel 1 or channel 2 on your receiver) and powers the receiver through that one plug.
You may need to reprogram the ESC for proper operation. Mechanical speed controls require a functioning servo to operate properly. Test the servo(s) for proper operation. Tighten the set screw on the motor pinion and veify that it is not loose.
