On it's own, it can stand alone as a foundation, as it is made to be worn alone. That said, if you prefer a fuller coverage, this alone won't give you that. I've worn it over just primer and concealer and it's going to give you a light, natural coverage.
It can easily be worn alone or over a foundation as a setting powder and/or for touch ups throughout the day. In case one has never tried it, it does not come with a puff or sponge, so you have to apply with whatever you prefer, but I recommend a brush.
