The way it works is, Sanji creates heat and (unconsciously) applies haki around his leg (Not hardening Armament Haki, but instead invisible) this is why the fire doesn't burn his leg. Post-timeskip Sanji doesn't do the same things he did pre-timeskip to start up Diable Jambe.

Actually this technique that Sanji uses is called Sky Walk it doe not use any haki, he just learned it by training while running everyday increasing his speed making him run in the air.
