From the Plex Web App, click the three-dot icon next to any library and choose Share. Enter the username or email address of the person you want to share your library with, and click on the user when it pops up. In the next window, choose which libraries you share with others.
Plex could just state "we do not store any metadata about your library, and never will". Put that in writing. That would be a meaningful statement. But as it is, they appear to be actively tracking what you have and do, which means that they're one subpoena away from disclosing it to RIAA/MPAA.

In rare cases, your apps still may not be able to connect securely with your Plex Media Server. In nearly all cases, this will be caused by issues with your router/modem or network. It also isn't currently possible to connect with a “mobile server” from one of your mobile apps securely.
