Many films are made in Canada because it's cheaper to do so for a lot of reasons. However the locations they choose DO like like America. Toronto has several distinct neighborhoods that stand in for various American cites and you'd never know the difference.
The main reason is money. It is often cheaper to shoot in Vancouver than in the United States because of the lucrative tax breaks offered by the Canadian federal and provincial governments.

The Good Doctor, as well as most other series filmed in Vancouver, feature mostly American casts (and some overseas actors like The Good Doctor star Freddie Highmore), who are represented by SAG-AFTRA.
Set in the fictional city of Gotham, New York and New Jersey provided the backdrop to Warner Bros' Batman origin story, Joker. Principal photography took place in New York, but some street scenes were filmed in New Jersey including Market Street and the Paramount theatre in Newark.
