Wisconsin residents are legally allowed to buy fireworks, but can't set them off at home without a permit. Police said permits are rarely granted for backyard fireworks.
State law allows the sale, possession and use, without a permit, of sparklers not exceeding 36 inches in length, stationary cones and fountains, toy snakes, smoke bombs, caps, noisemakers and confetti poppers with less than ¼ grain of explosive mixture. Wis. Stat. § 167.10(1).
“It is time Illinoisans celebrated Independence Day the way the Founding Fathers envisioned: by igniting a little freedom,” Szalinski wrote. Determined Illinois residents can legally enjoy fireworks, however—they are not banned outright.
Wauwatosa: Most fireworks are illegal in the city. The fire prevention code only allows the use of sparklers less than 36 inches in length, snakes and small exploding caps.
State law requires that consumer-grade fireworks only be ignited from personal property. It is illegal to ignite fireworks on public property (including streets and sidewalks), school property, church property, or another person's property without their express permission.
Stat. § 167.10(3)(b), there is now a "travelers' exception" (created in 1996): Possession of fireworks is allowed "while transporting the fireworks to a city, town or village where the possession of the fireworks is authorized by permit or ordinance."
