wd40 has its place and its purpose. it may work as a starting fluid but its not a starting fluid. there are better products that will do a better job. about the formulas, anything containing silicone or Teflon etc just isn't made to burn.

- Re-tension the spring.

Starting fluid is sprayed into the engine intake near the air filter, or into the carburetor bore or a spark plug hole of an engine to get added fuel to the combustion cylinder quickly. It is used more often with carbureted engines than with fuel injection systems.
Starting fluid typically contains ether, which is an effective solvent. Diesel engines, too, can suffer the effects of starting fluid. Too much starter fluid fill score your cylinder wall. Obviously your engine is not getting enough fuel to start it. First check that your linkage is actually closing the choke completely. IF it appears so, check that there is actually a choke plate attached to the carb choke shaft.Remove the air filter and shoot a one-second burst of an aerosol petroleum-based lubricant (not starting fluid, silicone or Teflon spray) directly into the carburetor throat. Try starting. If the engine starts and then dies, that confirms you've got a fuel problem.
Premixed gas from lawn equipment, chainsaw, ice auger, any kind of premixed gas will work great. Make sure it's premix or else it'll dry out the cylinder walls if it doesn't start, which isn't good. And for starting fluid, make sure it has upper cylinder lubricant in it for the same reason to use premix gas.
