This is pretty much spot on, yes you do need one if you have a car that produces lots of brake dust, say a diesel or a heavy car but as mac correctly said, if you take the wheels off and clean them properly, decontaminate them and seal them with either a good wheel wax or a dedicated wheel sealant, then just soapy

Directions for Cleaning Dirty Chrome Rims:

Rub chrome using aluminum foil.Because aluminum is a softer metal than chrome, it can be used to polish your chrome. Tearing off a strip and scrubbing it over the chrome once you've cleaned off the dirt is a great DIY method to bring the shine back.
Fill a spray bottle with undiluted white vinegar. Generously spray the corroded chrome and let the vinegar sit on the surface for 10 to 15 minutes. Dip a toothbrush or soft-bristled nylon brush into vinegar and scrub the corrosion off the surface. Wash the chrome with soap and water, rinse and dry it with a towel.
Nothing needed but some elbow grease and a steel wool pad or two. Just rub the chrome and it cleans and polishes at the same time.
How to Get the Oxidation Off Chrome Wheels
- Wash the chrome finish with soap and water to remove grime and dirt.
- Remove surface rust with a steel wool pad and a lot of water.
- Pour household cleaner into a bowl or small bucket and wet the toothbrush in the cleaner. Scrub the oxidized areas to remove the oxidation. Rinse the chrome surface of the wheels.
